The preference wasn't for the Runoff, but the regional races. They expect drivers from around the country will try to enter for experience, before the Runoff. Right now there doesn't seem to be the normal week before practice sessions. I suspect classes like spec miata will be nearly impossible to enter and SRF will be greatly limited. So if a class is oversubscribed, SFR will kick out out of region drivers over SFR drivers? If that is what you are saying, it should be first come first served. If you enter first and are an SCCA member, should be tough $hit for the late in region entries.

It seems they will set aside spaces for Regional drivers, then look to out of Region driver. At Laguna the Spec miata class was over subscribed with just the Region's drivers. You were there they quit accepting entries for that group. I can't say about other groups, but this is just what the R.E. said in this months letter to the Region. I don't know if the board backs him. I've got several questions that inquires about the Runoff in '14. I've yet to receive a response other than they have my inquiry.

Many questions remain to be answered for both the SF Board and the national staff. IF SF board is not responding it's probably because they have many unanswered questions as well.
It was the SF Board's philosophy from the very beginning that the Runoffs would not negatively impact the local folks. Making sure all the locals could enter Laquna events before allowing out of region folks to enter is just one of their policies. I doubt it will effect anyone but SM & SRF groups but the process of accepting entries is a matter of local policy and not covered by the GCR or the club's operating manual.
